Musk xAI cooperates with El Salvador to launch the world's first "National AI Education Plan": millions of students use Grok as a personal tutor
XAI, Musk’s new AI startup, officially announced on the evening of December 11 that it has cooperated with the El Salvador government (El Salvador) to launch the world’s first national AI education plan. The collaboration is expected to reach more than 1 million students, making advanced AI a personalized tutor for each student.

Details of the cooperation
The project called "Grok for Education" is jointly promoted by xAI and the government led by El Salvador President Nayib Bukele. xAI’s core AI model, Grok, will be deployed as a personalized learning tool and will gradually reach more than 5,000 public schools in El Salvador over the next two years. The focus of the plan includes providing adaptive curriculum tutoring. Grok can instantly adjust teaching content according to each student's learning pace, preference and mastery level, covering subjects such as mathematics, science, and language. Students, whether urban or rural, can access world-class customized educational resources, which are completely free and deployed directly by the government without the need for personal subscription.
In addition, thousands of teachers will be trained to become AI "partners" to jointly develop localized data sets that are consistent with Salvadoran culture and safety. xAI emphasizes that this is not only the introduction of technology, but also the joint construction of new methods and frameworks for responsible AI application in classrooms.
In this regard, xAI founder Elon Musk said: "Working with President Bukele will put advanced AI directly into the hands of an entire generation. El Salvador is not waiting for the future of education, but building it with xAI." President Bukele pointed out that this plan has made El Salvador a testing ground for cutting-edge technology and will provide a replicable innovation model for the world.
El Salvador’s forward-looking layout of AI education
El Salvador has actively laid out AI education as early as early 2025, laying the foundation for this national plan. The country passed the Artificial Intelligence Promotion Law in March 2025 and established the National Artificial Intelligence Agency (ANIA), which is responsible for AI research, education and ethical governance. Subsequently, a number of pilots were launched, such as cooperating with ARK Educate to introduce AI and robotics courses in high schools, co-building a national AI laboratory with NVIDIA, and university-level CUBO AI courses, which were gradually expanded to tens of thousands of students.
It is worth mentioning that this AI national policy echoes El Salvador’s bold strategy in the Bitcoin field. In 2021, El Salvador became the first country in the world to designate Bitcoin as legal tender. The Bukele government established national reserves by purchasing Bitcoin and promoted the integration of Bitcoin education into school curricula, aiming to attract investment, promote financial inclusion and economic transformation.
